if dodge and block character has 90% and adds extra stones, nothing changes, I do not have to put them in the character, just do it on another?

There's no point in putting more dodge stones onto Hiki because her mods doesn't allow her to exceed past a 90% dodge rate. If you want to know if a character can exceed the 90% threshold, you should check out their mods. BTW. Better is if i give str or vitality stone for kido characters? For kido users, that strength stone will most likely be converted into physical defense instead of physical attack. In this case, it most likely depends on your match-ups.
