You do not have enough challenge chances for Cultivating Dojo.
You have 5 chances everyday, and you must have already spent 5 before going to do Retsu's.
You can buy one chance though, I think. I'm not sure.

I've already reset, and it's the same situation for every partners

Resetting will just let you do the same partner again.  You also need chances left to do it after the reset.
