Bleach Fund Details Pls

Anyone have any idea how long into a world, or level a person must be for the Urahara shop in the Bleach Fund event to become available?
Bought it on a previous server and am eagerly looking forwrd to buying on my new one. But the damn thing doesn't show yet. The only options i get is that level 35, 40, 45 and 50 box sets and so on.

Anyone have any info?
