Where can you see those information about gift packs? I cant find it anywhere.
max lvl atm unless u buy chances, every type will return to lvl 0.

i have the same problem here, i am level 80 and i only could get the lvl 30 gift pack,
a friend of mine is level 79 and he got all up to the lvl 70 ones...
i think this is one of many bugs.

Hmm then we have if different I guess. With all interaction chances (5) I got to lvl 6 with the basic one. No gift packs anything.Cant even see that I can get any like in the first screenshot.
Ahh already found the giftpacks.. For some reason can get only 30,55 and 70 one even though I am lvl 102 :D
U get the packs at the bottom beside the return button in the mod soul home.

My guildie said he got it twice and that the prizes can be collected again (he got spider man without spending gold and said its due to the prizes). He's got mod soul 3 though.
