I get where you're coming from, but Muken is a character who you need to work on for a long time no matter what you do. That is why I suggest he gets Muken first, since it'll improve his pvp no matter what, even if it takes just a little time to start.
Tensa to Kyoka would just make a weak guy less weak. There's not really any point in getting Kyoka without Muken if you don't have high class characters like Muken at the time.
I don't really know what more to say ;P I'm pretty sure you get what I mean, and I get what you mean, but does he get what we mean? :L
