i dont think she's the fastest , rythen n some peeps discussed the mattter not so long ago, though i can"t find the post; anyway they mad a top list of the fastest supporters, by memory i think BwB rank 1st; as for the best supporter it's a matter of taste, yeh she's instesting in the way she chaos 3 peeps, however the randomness tends to spoil the effect in my opinion;
as to answer the last question, about none can beat a raijin team well, any team immune from chaos can beat u, same lvl wise BP + Strengh + SPeed etc

blood war byakuya, again keep in mind that sometimes being faster can play against u, specially agaisnt those using kyoka suigetsu that clears debuff ie chaso of raijun n mutilation if i remmber,
as to discuss her stats n such, since i dont have her i dont wanna say something wrong, maybe mylar if he around can help since he using her
