ummm, if they decided to go up, you won't be seeing them sooner or later.

Sometimes they forgot/don't have time to register on first day, not because they do it purposely, well... maybe they do, but don't expect people to strip for you. You are playing against players across multiple servers, it's their choice where they stay or even do their CSB.

CSB is being done in ranking system, unlike HMA.

You're saying it yourself: "IF they decided"! so your reward is not based on how well you did your gold purchase and how skillfully you designed your PVP team and upgrade allocations, but on the decision of some VIP 0 who has been playing 2 years before you and doesn't care cause they already got Kyoka and Muken. I rest my case!

Why would you want HP when you can replace it with block? :victory:

Changing minus to plus seems to be pretty hard for them, I guess.

Don't cry about it, the Max HP did increase in HMA, just heal it.
