i didnt get rangiku for topping up

So when i first topped up i didnt get the special rangiku. it may be because im lvl 99 but im not sure plz someone help me.

Same here, when I first top up, I didn't receive her also. Not that I need her anymore, I have partners that are WAY more stronger, still would've been nice that they gave her to me as promised.
