Special War Powers Bug Report

Trying to recruit "Shin Grimmjow" from special war powers with all requirements met ( gold reishi + grimmjow coupons + main level)the game denies my request and gives th message : " Recruit Cap Reached "

anyone knows what does that mean?  what should I do?
