Is it true that you get the dreadnaught set at level 40 the first day?

If I remember correctly, I saw some people who had already reached level 40 on the first day of a new server. Yet I didn't see them having all six pieces of the dreadnaught set.

No you get the last piece when you reach level 50. English is not good there. Also If I remember correctly, its a crappy set.
