cheapest way to get those 140 accs is to purchase them piece by piece at the end of ultimate arsenal it will take 8months but it will cost around 5k~ for 1 set
or u can wait for special events like dragon boat,oct fest, etc... and get them for 6k~
and no they are not upgradeable

there isn't any upgradeable accessories that are similar to the gear system atm ^^ :)
