When you recruit a partner from ubp, do they come in your current level?

Just a quick question, and I'm wondering what the answer is to it.

Unless you have them rented, they will be level 1.

Aww man, I had hoped they'd be your level. I'm gonna put all of my exp scrolls into the next ubp partner then.
