Chaos get's cleared by shield and any decent team have shield on all 5 chars!
Edit: Tsukishima is helpful in PVP for the -fury, if you're not facing any FBI is a no-brainer.
Go for him and still use Noble on PVE, you can do just some asauchi from CSB shop..so, even if you decide to change him in the future, the fact that you get him will be helpful in PVP, a lot!

It clears, I got HVI and I got to protect him, my team and HVI himself are casting shields..my HVI got chaosed a lot in the past, however after my team got pretty decent I never saw him chaosed.
