No I mean that Assaulters should get Spirit Building first, followed by Crest, Seal and finally Win ...
Yes, if you can get all 4 hogu, and able to upgrade it to tier 0 lvl 9, it gives the same stats as a tier 13 maxed hogu. That's what i said in the tips. But no, the only one you should get if you cant afford all 4 is Spirit Building. Never on the other 3.
