SHUTARA SHOP

Hi.I want to ask about the equipment that can be upgraded to aquarius and to firelord after it.I have ultimate equipment (whole Relampago set),but when i go to Shutara's shop there is no single item that can be upgraded.I will be thankfull if someone can help me with this :)

only lvl 100 and above ultimate equipment can be turned into aquaria set.

Oh i understand.But how there are some guys in my server,that are below level 100 and have sets of this equipment.I mean if you are below this level you cant open the chest with ultimate sets level 100 and more,right?

lvl 100 set is the only set able to open at lower level.
