isshin +18% speed
but he's nerfed here

I think shin yourichi is as op as Isshin, just she doesn't cc like Isshin but she can be invulnerable to all kind of ccs which make her really OP if she attacks first.. isshin can destroy assaulter, i still dont know how mugetsu/white ichigo will work.. but shin yourichi is really good to counter him

Shini Yorui is pretty much the only thing that can counter Isshin, other than a Gin or a HMA aizen of course and you need the speed. Other than that you're pretty much fugged.
Maybe Shini Shinji can do it too.
Attack all enemy, amp 130%, heal allies assaulter debuffs and add provide immunity (to cc) buff to assaulter (two turns), increase 25% self break def rate (three turns).

No idea, it increases every day + got a lot of room to boost it,just waiting for a flawless/ultimate speed tbh :
