if u want to level it up for ryoka attack event so u can deal more damage than before, Then u're welcome to level 9th skill also. NEVER SELL SKILL SCROLL(advice)

if i were u i would get my 9th lv up its sronger than 10th and adds 15% atk to ur alsltters  you need it for ryoka+ES

Keep them... there is an achievement I think for having all skills at 30 I think
