Why i put lvl requirement at 140 figure by then if new event partners are added will be she will far weaker then most by that time considering Shin yoruichi dmg is 250% and hits two targets + adds invuln so didn't think was that overpowered considering the level requirement but could easily change to lower damage though idea was to improve main's defense reduction debuff without trying to make her to overpowered.

the 40% defense reduction + adding in fury regen is the part i think is OP
