Can you upgrade SWP partners when you hit the required lvl?

I've been wondering either your main's lvl reaches that of the requirements or does the partner also need to reach it as well?
e.g. Upgrading Shin Zabimaru Renji to Soo Zabimaru Renji. Main lvl=80 or Shin Zabimaru Renji lvl=80?
