I would say both are good,with Kazeshini you can proceed forward in Arena since he can give buff to your AS line,while if you have Zabimaru (already at lv 30 reaitsu) it's a good choice to do instances and dungeons with it.
yeah, zabimaru is good for boss map at instance (usually only one enemy). so you can switch kaze with zabi, and use 9th skill to clear :D

zabimaru it's good for pve and pvp if you don't have to much speed but you can stay alive to give dmg, evil, ryoka, blabla
kazeshini is good only in pvp or pve if you don't have zabimaru

problem now is the hp boost in pvp, kezeshini is not as decisive as before, you can be slower now in condition you deal more dmg and have more health

I think that if you use speed hougyoku(7-8 lvl) you can achieve the kazeshini bonus... without kazeshini. Then Zabimaru is better since it gives you more attack power . That's if you're attack type like me of course. If you use support for more than healing kazeshini is the better choise.

I think for Physical chars, Tenken is worth giving a tought.
Otherwise I think Zabimaru is better.
However, if you plan on getting VIP 5, go for Hyorin + Noza Kenny.
