Question about SWP Toshiro

Guys i'm level 70 for 2 days. And SWP Toshiro coupons are not unlocked to get on exchange rewards tab yet. What must i do for getting that white haired boy? How will i unlock it?

lol i dont think anyone knows the true answer behind why u cant collect the coupons on that certain lvl, but im assuming they changed it to 61-71-81-91-101-111 since in my server 1 guy couldnt see aizen cups at 110, but he could at 111
