Mod soul cultivate not working?

i have been cultivating same mod souls since the new patch came out and apparently they dont lvl up even tho the xp bar is full
anyone else noticing this?

true is not working , only way i got minazuki lvl 9 was with Exp Cards

phew... thank god i din waste my vit goin for it...

guess as much ... it would be somehow broken...

n din feel good about it...

coz even if u lvl it up... at certain lvl u need those frags to upgrade b4 u can lvl it again...

so it will sure burn a lot of ur vit for it...

rather spend the vit on EVO... best thing ever...

My minazuki level up to level 4 with regular cultivating, but i don't think my shinji ones are leveling up at all.
