As I said im pretty sure the 3 previous UBPs started on 2nd phase of Reio. It's quite logical if you think the first phase requires some vitality.
And Brah, from the dates you mentioned, The title given after Shini Yoruichi, hadn't expired when Nanao UBP started, correct?
