How good is he? :3isshin is a super valuable partner. incredibly good at both pvp + pve, sadly he got nerfed but is still super good. just make sure if you get him he uses his skill FIRST on the assaulter line. Is that good 2-3-0 formation?

i'd recommend either a 1-3-1 or use Orihime instead of her
as for Rukia attacking first, the only time she should is if she supplies T1 for him, otherwise make him fast as possible

PvP Formation: 1st~ Rukia>2nd~Isshin>3rd~Main>4th~Renji>5th~Sado
PvE Formation/Attack first:1st~ Rukia>2nd Nanao>3rd~Isshin>4th~Main>5th~Renji
also I don't know what you mean by T1 so I still don't know If i should make Isshin attack before Rukia or Rukia attack before Isshin

T1 means 100% fury on first turn, thus skilling in first round
since your Rukia isn't fully modded, i doubt this is the case so it'd be wiser to have Isshin as fast as possible
as for pve attack order, Isshin skilling 1st is best because he gives the combo to everyone, and you won't get as much extra turns if your main attacks before Isshin

for your pvp skill, for me at that level there were Orihimes everywhere...course that was 8 or 9 months ago so maybe the cool kids have new strategies, but anyway i used skill 5 to counter that until i got skill 10
but yeah, the pvp formation you listed should suffice quite well for now

but for pve i assume that your rukia is t1?
if so after you get her final mod which add +20 fury you can just keep her fury stone to 60%
and use the rest of the stone on your assaulter thus making them easier to t1 too
and for nanao since the dmg buff stack now it would be great if you t1 her in pve
