What skill would I use with these three? 8th and 9th are useless correct?

righ, the 5th on would give the highest DMG 180% (240% if maximized to lv 30 )

A better question then. I have Isshin and Dark Rukia. Would the damage gained from getting Sogyo be significant enough to be worth the 3k gold?
