i hope we can reach enough points for the lvl 100 it is a lot more expensive it was never mentioned that the rewards in lucky slot would ALWAYS be lvl 90 gear.
lvl 100+ players could argue like you that they were waiting for lvl 100 gear in the lucky slot for a long time. so in that case its a balanced way of planning rewards i would say.
