Cannot purchase Group Seireitei Purchase pack

Whenever I go to purchase the pack it says "Cannot purchase" even though i have the required amount of gold... (I also made sure to "join" earlier in the day)

I having a similar issue even when i try and register for group it keeps saying register failed.
