yes, but you only pretty much do it if you're too high in BP for your level in a way.
E.g i have to do it because im going up against lvl 110-120's while im only a lvl 95 (when i was in CSB, now 97), and i couldnt clear at least 1/2 enemies, so if you're having trouble to be able to clear 1 row, then do it hiphopspeak replied at 2015-8-7 21:18 static/image/common/back.gif

It seems to be slightly random. I was previously paired with a few servers that were about 40 servers away. I'm now paired with servers just a few weeks to a month older than my own.
