I'm pretty sure they'll start releasing orange partners once a couple of people become orange themselves, i don't think they'll release partners that can become stronger than the main if you were to build both equally.
It's like building Mugetsu and Main, if you built them both equally whilst your main has all a main should have, i do believe the main should be somewhat stronger, so i guess they're waiting.
P.S it's gonna take a while to get to orange... :L
