Sajin modify problem

What level does Sajin has to be to get modified for the 3rd time? :L It's saying partner level not enough. My Sajin is level 80 btw.

he needs to be lvl 85 and u need 178 modify fragments Crazy amount in my opinion:@

U can see as a modify requirement, in dat place dat shows how many gigokukanz ( I don't know what the hell it is)
