There wasnt any mod saying anything about nerf ever on any partner present. Bankai rukia is the fastest partner atm hands down.. highest base agi + highest growth, speed mod and talent as well. Also it is not 45% actually.. Someone tested it some time ago and it is actually much less around 30% maybe even less or so at us/eu, not sure about CN.
+ her speed mod is the first one I think maximum the second.. it will take you forever to reach it with csb aizen.
It is the same reason why I am not modding swp aizen atm even though he is slow as f***. Because it would take me forever to get there with him and he still doesnt do anything usefull against supports when I need to take care of them in the first round.
