Senbon vs Zangetsu for pvp?

Which offers more of a balance pvp wise? From the looks of it I'd say zangetsu althought he vg boost you get from senbon is a lil bit nifty

and a 120 set and 15 fury stones and some other stones and random stuff

+you can get two people from witch's, seems good to me :/
