Mind to ask why my server's CSB is not activated? Registered participant lower than Minimum required population.. what does it means??

most likely nobody or not many registered for your 10 server csb so you wont be able to do it lol

Same thing happened to mine, it was in the beginning before a lot of people in the surrounding servers had reached level 72. Just wait a few days and you'll probably be fine.
