We are talking about es and ryoka, so he really isn't that counterproductive compared to Zabimaru.
4% lower reiatsu, 10% dmg on support from the active buff and 9% on support from the passive, not to mention higher growth rates (170 compared to 150) in fortification.
imo there is quite a difference.
Yeah but if you also count in pvp I think it balances it out and makes it better in both pve and pvp if you can't afford fortifying both.

I guess that kinda depends on your server... mine is kinda empty and the gaps between the players are quite huge. So a fully fortified kazeshini might give like 1-3 places, which isn't that much IMO.
You can also save coupons for a honor-shop zanpakuto or buy a relatively cheap hyorinmaru, which both aren't too bad in PvP imo, but you'd still use a Zabimaru (if fully modded) over them, while a Kazeshini would hardly provide much of a benefit.

btw. with Tenjiro being a thing for everyone now, I think it goes even more toward Zabimaru.
Kazeshini by far. Its reiatsu bonus are ten times better than Zabimaru.
