I dont think its a bug personally. There might be some MINOR adjustment of values but what needs to be tested is someone at level 110 can do what i did in the video. If it doesnt match up then its because my gear and stones with the level allow me. If all these skills apply more based on level then all this makes perfect sense why to level ASAP!

Not the same. This is a intended function of the game. There is a very high chance nothing will change.

Nor shinigami uruhara/Toshiro SWP are able to pull the same trick off (so Kensei's skill is bugged)
