Well acutally yes (for having him), and no for evo, and the fact that you don't need a lot of reishi comes in handy then. But you'r bound to lvl him up, for equpment and accessories, don't forget that.
Get where i'm coming from, you won't need him in hollow soul, in pvp if you won't replace him with gin, then you will with swp aizen or whoever. Why waste vit. and bond fragment's on him when you can work on urahara, and rukia let's say, who you are going to use till the end in ryoka and ES, or any event partner that you have or plan to use, or just simple save vit for UBP and SA, and then take a break from saving when you get game ending partner.
Toshiro doesn't fit anywhere there. He's a cheap hooker, and as of game is now, the less partners, smart playing, smart use of resourses the better. Planing and grinding over permanent boost of power and efficiency. Decide for yourself, but that's my way of looking at things

Yeah scion spoke highly of him there, but check the next 2-3 videos. No sign of toshiro what so ever. And that's the upgraded one. So scion himself even aswered that. The guy up there, is asking about the regular one...

yeah he totally dumped him when he could .... even though he is upgraded and we are talking about normal one here so ... yeah he is still trash for most formations ...
