You CAN get it in Reio (it says you can use coupons there, too scared to try XD or you could get insanely lucky)
Other than that however... no I don't believe you can get them free Only UBP. Note that sogyo already showed up in UBP, and if it would show up again (In CN servers some zans, and partners already showed up again), it would probably be after some lower tier event partners that still haven't been out like bikini yoruichi, orihime and rangiku.
Why only UBP, cause in reio (and it's 15 tokens btw) the highest i got was 5 (on nimaya stage) tokens, and i doubt it'll happen ever again. As for consuming coupons it's not true. If it was it would consume coupons before gold. Try it out when you have 0 gold to test it out, but if it was true people wouldn't spend it on visored revenge, they would save and spend all or half on event partners and zans.
