Ulqiorra Coupon Bug

According to Special War Powers, in order to get Shin Ulquiorra, lead level must be 80, and VIP rank must be at least 1. I'm level 90, and VIP 4, and Ulquiorra coupons do not appear in the Hueco Mundo Attack shop. Is there something I missed?

91 for Ulq. 101 for Ken 111 for Aizen. If I'm correct. Yeah its awkward.
