Yes, but people forget (or don't realize) Mugetsu himself has combo rate as well. Fully evolved 31% + natural 12% = 43%.

not compared to kensei one and kensei ave a mod too
well, also mugetsu has the nice 100% crit dmg with tensa on level 100 fortify. thats not a shabby bonus, or something that should be overlooked.
