What is the purpose of speed?

What is the purpose of speed? Is it for Alliance battle only?

I have fortify my buts and my partners to max nothing seems to happen.

Its for PvP the important stat. Higher speed than others quarantee your first attack.

It lets you attack first before your opponent especially in PVP.
