I personally think they didn't consider their systems when they put in fury.  No other stat can you hit or exceed 100%, except for fury.  I think like most other stats it should be capped at 90%, thus eliminating turn 1 finishers that are uncounterable.  I mean yes, with partner mods, or lucky extra rounds, your assaulter could skill on turn 1 but only after fury generators use skill on turn 1, which requires a degree of luck(or partner mods).  This would also eliminate the stacking problem.  If you have to stack Kisuke/Rukia and your main to get the right order and the chances to get skills off on turn 1 there's a chance that another player has an opportunity to at least have part of a turn.

I personally think fury stones have purpose, I like having 1 level 5 on each assaulter in pve incase rukia gets an extra round i have a chance to skill on turn 1 if she crits fury gen.  I also like the idea of only enabling during PvE, however that does nerf it a bit harshly.  Some would argue why PvE why not Rei events, which would mean arena/server clash, and I think thats everyone's concern.

All in all, I think the best way to handle it, is like crit, dodge, block and multiple other stats, cap at 90%.  The higher players will be satisfied, no one will have 1 round fights unless something lucky happens, and it still has value.

Just my thoughts.

but i do agree that starting fury needs a cap limit

No I wasn't beaten, but I'm only maybe 3rd or 4th strongest Arena wise on all servers. But I know a few high BP players who've gotten crushed by low BP.

Yes, but in the relative manner or things they did not spend that much compared to a VIP 10. A 350k BP person should never beat someone who is 550k BP, 100% fury or not. That's called broken :p

If it's on plain luck that's fine, makes it a bit more interesting, but giving anyone a 100% free win card is absolutely terrible idea.
