Agent Welfare question

Hi guys... I am quite new to agent welfare so I would like to ask a simple question, well not simple for me but may be simple to you guys :)
What does the 2 free unlocking chances in Soul Hunt of Agent Welfare do? How do I use it? I'm quite confused...

You get free chances to start at the Espada rank, just click activate directly
