Muting people in chat is something a PGM can do, it is also something anyone can become by filling in a form on forum in another thread.
Since they are as i mentioned in my CSB, it would be weird if it really is a dev account...

Well then he cant mute, i just assumed he could, since no one is chatting atm, i couldnt test it <3(I read somewhere that PGM's could mute people on their server :) )
