Definitely reiatsu!!!
Upgrade cuz i say it gives better stats. But if your equipments is already 90, Rieatsu or get your reshi ready for lvl 100 recruitment.

Partners -> Upgrade -> Reiatsu = The only way to go!
Partners are always No1 - For Events / Hollow Soul Map / Trials / Seiretei Palace / E.T.C.
Upgrades are always No2 - You will have to get them eventually regardless and there is always "Inherit"
Reiatsu is always No3 - Why No3? Well its not like its UNIMPORTANT but lets face it to upgrade 1 level is gonna take a looooot of silver better to raise BP by upgrading your gear (AND PARTNERS ARE ALWAYS No1 NO COMPETITION WHATSOEVER)
This is my personal opinion you do what you want.

Getting lv41 reiatsu is pretty important for your BP growth in both PvP and PvE.
Reason for that being :
1. Hyogoku-kai
2. Zabimaru
But this person is like VIP 9 and he is probably bragging about his silver amount, which is 255 millions.
In either case, what he needs is probably reiatsu and to keep his gear high enough, he already has all the partners he needs as you can see on the screenshot.

And you will get a hell of a lot more BP upgrading your Equipment and getting gold companions than using all your gold on reiatsu.

You'd be surprised at the bonus rei gives you. Mine is 64 and the difference in my mains dmg is 90k pre rei and almost 120k phy atk with rei.
Same for VG and hp really, 259k hp on my Toshiro pre rei, and 305k hp with Rei. Makes a huge difference on Phy/Strat defense as well as Agility.
