Uryuu has 500% growth rate Level 100 skill as well. I could work on him.
Kisuke has a decent upgrade as well, imo.

What i meant for upgrading is the new skill mate if you are doing for all of them is a waste of time you won't get a single skill in a decent amount of time

My mistake, by upgrading I meant leveling and getting stats for random partners in my formation without having much of an intention of getting a skill upgrade.
I'd reach the upgrade at some point.. as some have exclusive skills at level 30 or 35 for good use.
For example, tavern Gin I'd say.

Btw, I got 400+ exclusive frags. should i use them on one partner or on multiple partners(that's what I've been doing).Also, my Byakuya is Evo lvl 8 and he is on lvl 1 in soul cultivation. Should I use them on him? (Uryuu is on Evo Level 7,almost at 8).
use on end-game partnres, focus on 2-3. I`m sure u will change ur team in future, so for now wait some time and don't spend

Then should I proceed how I planned to proceed,by using it on multiple partners?
Get senbon from lantern event and get frags and use them on Byakuya. So that he can become pve beast.
