It would be quite problematic, moving from a high lvl server up to even higher lvls or moving down to low lvls and leaving them a snowballs chance in hell of winning anything...

why not like this:
the numbers one of the server goes to a catch up server after a month, where everything is half, half xp, half silver, when ur number one of the catch up server, stay another month, the rest that was been sent to a catch up server gets randomly dropped at a server after a month, so being number 1 will be sent to catch up and number 2 has a chance he will be next month, unless if someone stronger return and he will stay number 2, the rest of the server stays, so you will have to move up to also been sent away
