I believe any partner you get from Soul Cultivation is going to start at level 1
(as when you put the cursor over the partner, it says Use Level:1, and also, any partner you get from an event other than limited lease event starts on level 1).

yeh its what i thought but i hope that we will get them at his lv like for limited lease

Hope doesn't seem to be something that can be kept for free in such a situation, lol.
