And he will still get totally destroyed because his Kiri (which it sounds like he already has) will be insanely slow with Hyorin. He will never make Toshiro strong enough to beat anyone of any consequence. So why bother? He should focus on PvE damage now, not an average VG that will last him a few weeks.
IMO reaching 70~80 reiatsu before merge which means pve. better assaulter

Top up $5 during every day of Reio every time it comes up. Get the bonus 8 fury stones on day 2.
You'll be topping up $10 for every $5 you spend because Reio doubles that first 200. Then wait until a really good event comes around to get a great partner for 3-8k gold (depending on which partner you want).
Or, wait to top-up until a really awesome event comes along that doubles a full top-up for $150-200 and also gives you lots of free stuff at the same time.
Getting a partner that wasn't even very good last year just because you'd get him "free" for $150 is a horrible choice.
Basically, don't look for a way to blow $150 just to blow it. Find a time when $150 will make you AWESOME and in the mean time spend $5/day on Reio only.

only on really special events he can be sold for like 6-8k hes usually 12k. i would just wait till the special events come by then get him. for now i guess just wait till ultra hero, and topup 50$ to get toshiro. hes decent, also save the gold that you get so you can get ichibe in the future.
For a cheaper partner, work to get Sexy Yoru. She's really very strong for how cheap she can be had for now on various events. Otherwise, hold out until you can get another Zero Squad partner. Anything else is dramatically substandard.

It means now : Best way would be waiting for Reio , If I dont want to wait I should look for the Ultra Hero event or an event where Ichibe sells for 6-8k
