Is a slow T1 Rukia worth it?

And hopefully we are just looking at PVE here, but as long as your other partners are slower than the rukia then it is all fine ^^ :) For F2P, she's essential early on anyhow. Can't expect to compete without her in PvE. If u manage to make ur assaulters T1 with her, she is worth it. Pretty much continuing what I said
Even if someone like Rukia (or just a fury generator in general) is slower than the other partners, then they are still helpful as, well, they give fury after you skill! So you will indeed save rounds doing a skill instead of another normal attack even with a slow rukia
But of course, recommended and prioritize her being first if possible ^^ :) well if she is t1 use her when the other opponents are jusssssssssst higher in speed then yours and in pve events ofc . Its better to have another partner in spare who can replace her in need of other startegy . why leave her slow? stack her with your best speed stuff... Yes, we're talking about Tavern Rukia, but I'm asking about PvP, didn't specify it enough, huh... Baka=Me I'm pretty good in PvE w/out her
I'm the strongest of really low Vips (Vip 3 and below), falling right behind the 4 richies of the server.
But yeah, as the reply to Zento said, I'm asking about PvP :P
