That is to increase the growth stats. In order to get the Exclusives on Tavern Partners, it's level 30 for the earlier level ones, level 35 exclusive for the others.
Always check the ? in the window once you selected the partner you want to preview in the exclusive window.
It will tell you the level for exclusive and for the better growth rates. ahhhhh ok, guess it will take a while to get enough frags... anyway, ty for the help :)
